Rathven was built by George Raffan, a builder. He established the first cement works in New South Wales and was also instrumental in founding the Randwick Bowling Club. His contributions to New South Wales were recognised during the Bi-centennial celebrations and a plaque was affixed to the house, which can be viewed from the street.
